Dmitry Semenov is the founding principal of Ridgeline. He specializes in advising public agencies on debt issuance, pension cost optimization, infrastructure and equipment financing, revenue generation, and fiscal strategies.
Prior to launching Ridgeline, Mr. Semenov spent 10 years in commercial banking, serving West Coast municipalities and delivering close to $1 billion in over 150 tax-exempt and taxable credit facilities for cities, counties, school districts, special districts, and other public agencies, as well as universities and non-profit organizations. Prior to banking, he worked for 15 years in the urban planning and real estate development field, specializing in master-planned community design and entitlements and public infrastructure and services financing.
Mr. Semenov is a registered municipal advisor with the U.S. Securities and Exchange Commission and the Municipal Securities Rulemaking Board, and he holds an MBA degree from the University of California, Davis and a BS in economics from the Plekhanov University of Economics.
When he is not working on clients’ projects, you can find Mr. Semenov spending time with his family, backpacking, reading, or playing chess.
