Funding Sources for Wastewater Infrastructure and Facilities

At the upcoming CASA Annual Conference in Monterey, CA on July 31, together with Rick Brandis of Oppenheimer & Co. Inc. and Sandeep Karkal of Novato Sanitary District, Dmitry Semenov of Ridgeline Municipal Strategies is doing a session on funding sources for wastewater infrastructure and facilities.

Project funding can be a daunting task. Recent market turbulence and California budget deficit made it even more complicated and may require adjustments to tfinancing plan.

In this session, we discuss funding strategies available to wastewater agencies for infrastructure and facility projects, including:

  • Grants, Direct Appropriations, and Earmarks
  • Revenues and Reserves
  • Debt Financing (Bonds, Private Placements, Government Loans (USDA, SRF, WIFIA))

We will also discuss management of financing in the higher interest rate environment:

  • Yield curve assessment
  • Short-term and interim financing
  • Project funds investment
  • Interfund loans and prudent reserves management
